Bill Ramos, who championed the initiative before his passing. The law allows for 13 specialty plates, with seven currently being phased in, while the timeline for the remaining six is contingent upon various factors. Other upcoming plates include themes such as pollinators and a Smokey Bear design for wildfire prevention.
